Skirt part too small, rides up

I bought the bottom in a small, the inside bikini part fits great. However the outer skirt layer is too small for the suit and rides up witm minimal walking. The outer layer needs to be bigger. Tried to start return process, only recieved today and somehow im out of the return window? Id be happy to get another size, but may just need to get the other style, because this style was good in theory, but not in execution. The skirt wasnt made to handle a booty. Needs to be a looser skirt
